This volume prepared under the Independent Review of Bangladesh’s Development (IRBD) programme contains two reports that CPD prepared in view of the National Budget FY2013-14.
The first chapter presents the second and final review of state of the economy for the fiscal year 2012-13. The report highlights the year-end growth prospect, issues related to public finance (including an assessment of options for Padma Bridge financing), review of the external sector performance of the outgoing fiscal, governance issues in the banking sector, and an analysis of the adverse impact of ongoing political environment and politics of conflict on the Bangladesh economy. This report was released to the press on 3 June 2013.
The second chapter contains a set of proposals that CPD prepared for the National Budget FY2013-14. The proposals include CPD’s suggestions with regard to the needed macroeconomic policy stance for FY2013-14; fiscal-budgetary measures in a number of key areas including investment, energy sector, rural economy and external sector; fiscal-budgetary implications of different options for financing the Padma Bridge project; and a number of implementation-related issues that will need to be addressed to raise the efficacy of realising FY2013-14 Budget proposals. This set of proposals was released to the press on 20 April 2013.
