Financing and other means of implementation in the post-2015 context

“How can financial resources be most effectively mobilised and channelled and how can they be combined with non-financial means of implementation, to effectively support a transformative post-2015 agenda?”
The 5th European Report on Development (ERD), has commissioned 6 country illustrations in Bangladesh, Ecuador, Indonesia, Mauritius, Moldova and Tanzania to gather evidence on the role of finance and other means of implementation in unlocking economic, social and environmental (or sustainable development) transformations. An ERD workshop in Bangladesh on 19 February 2014 launched the country illustration work. The Centre for Policy Dialogue organised the workshop and outlined the key financial and non-financial means of implementation essential to support the structural transformation of the Bangladesh economy and social transformation through the associated gender-balancing employment creation.
During the month of May, we are undertaking a further 5 in-country workshops with policy makers, academics and the ERD 2014 research team to discuss the different financing and other means of implementation that have helped to support economic, social or environmental transformations. Tanzania – 9 May, organised by the Economic and Social Research Foundation
Venue: Golden Tulip Hotel, Dar es Salaam
Tanzania has begun an energy transformation to modernise the energy system from traditional fuels, such as coal and wood, which contribute to climate change and deforestation through renewable and low carbon energy options and energy efficiency technologies. The workshop will discuss financing of the energy transformation and other means of implementation, within the wider context of sustainable development transformation. The Minister for Energy and Minerals will be the guest of honour alongside academic experts and private sector representatives to discuss financing options that have been vital to energy transformation in Tanzania.
Mauritius – 12 May, organised by Global Finance Mauritius and Joint Economic Council
Venue: Joint Economic Council offices, Port Louis
Mauritius has demonstrated economic transformation through restructuring of its sugar sector from traditional sugar production into the production of energy and other by-products, as well as the shift from a monocrop economy into a diversified manufacturing and services economy over the past 40 years. The workshop will address the financing (and other means of implementation) of these economic transformations, within the wider context of sustainable development transformation. The Permanent Secretary of the Ministry of Finance and Economic Development will present alongside the Delegation of the European Union to Mauritius and other private sector representatives to discuss financing options that have been essential for economic transformation.
Ecuador – 15 May, organised by the University San Francisco de Quito
Venue: University San Francisco de Quito, Quito
Ecuador has undergone social transformation in recent decades through dedicated policies and finance for social protection, reducing inequality and alleviating poverty. The workshop will address the specific means of implementation (both financial and non-financial) that have helped unlock social transformation, within the wider context of sustainable development transformation. In attendance will be the Minister of Social Development, the delegation of the European Union to Ecuador and academic experts in attendance.
Moldova – 15 May, organised by the European Business Association Moldova
Venue: Conference Hall, School of Business for Youth, Academy of Economic Studies of Moldova, Chisinau
Moldova social transformation has been achieved in part through significant reductions in poverty, underpinned by economic transformation through strong economic performance and effective economic policies. The workshop will address the financial and non-financial means of implementation that have supported these transformations, within the wider context of sustainable development transformations. Present at the workshop will be the Ministry of Economy, Delegation of the European Union to the Republic of Moldova, USAID and private sector representatives including the World Bank.
Indonesia – 22 May, organised by the Centre for Strategic and International Studies and DEFINIT
Venue: CSIS offices, Jakarta
Indonesia is undergoing sustainable development transformation through the pursuit of a green economy which aims to decouple economic growth from deforestation and pollution. The workshop will include the the Ministry of Planning, the Delegation of the European Union to Indonesia and other academic experts and private sector representatives. It will address the role of finance and other non-financial means of implementation in delivering environmental transformation.
