বিস্-এর সেমিনারে পররাষ্ট্র প্রতিমন্ত্রী: নতুন বৈশ্বিক উন্নয়ন লক্ষ্যের জোরালো বাস্তবায়ন চাই

পররাষ্ট্র প্রতিমন্ত্রী মো. শাহরিয়ার আলম বলেছেন, বিশ্ব সম্প্রদায়ের প্রস্তাবিত নতুন উন্নয়ন লক্ষ্য অর্জনের জন্য একটি সুস্পষ্ট ও জোরালো বাস্তবায়ন পদ্ধতি থাকা বাঞ্ছনীয়।
গতকাল বুধবার রাজধানীতে সমকালীন বৈশ্বিক উন্নয়নসংক্রান্ত সেমিনারের উদ্বোধনী অধিবেশনে তিনি এ অভিমত দেন। পররাষ্ট্র প্রতিমন্ত্রী জাতিসংঘের সহস্রাব্দ উন্নয়ন লক্ষ্য (এমডিজি) অর্জনে অপ্রতুল তহবিলের প্রসঙ্গ টেনে বৈশ্বিক উন্নয়ন লক্ষ্যের প্রসঙ্গে এ মন্তব্য করেন।
বাংলাদেশ ইনস্টিটিউট অব ইন্টারন্যাশনাল অ্যান্ড স্ট্র্যাটেজিক স্টাডিজ (বিস্) এ সেমিনারের আয়োজন করে। বিশ্ব সম্প্রদায়ের প্রস্তাবিত টেকসই উন্নয়ন লক্ষ্য (এসডিজি) প্রণয়ন সামনে রেখে বিস্ এ সেমিনারের আয়োজন করে। ২০১৫ সাল থেকে এমডিজির পরিবর্তে বিশ্ব সম্প্রদায়ের নতুন উন্নয়ন লক্ষ্য হবে এসডিজি।
পররাষ্ট্র প্রতিমন্ত্রী বলেন, গত দশকের মাঝামাঝি সময়জুড়ে জ্বালানি, খাদ্য ও আর্থিক সমস্যার কারণে নানামুখী চেষ্টা থাকা সত্ত্বেও উন্নয়নশীল দেশগুলোর উন্নয়ন লক্ষ্য সমস্যার মুখোমুখি হয়েছে।
বিস্-এর পরিচালনা বোর্ডের চেয়ারম্যান মুন্সী ফায়েজ আহমেদের সভাপতিত্বে উদ্বোধনী অধিবেশনে স্বাগত বক্তৃতা করেন বিস্-এর মহাপরিচালক মেজর জেনারেল এস এম সাহাবুদ্দীন আহমেদ।
সেমিনারের কর্ম-অধিবেশনে বক্তারা বিভিন্ন খাতে বাংলাদেশের এমডিজি অর্জনের প্রশংসা করেন।
সমাপনী অধিবেশনে জাতিসংঘের আবাসিক সমন্বয়কারী নিল ওয়াকার বলেন, বাংলাদেশের স্কুলে শিক্ষার্থীর হার বাড়লেও গুণগত শিক্ষা হচ্ছে নতুন চ্যালেঞ্জ। চরম অপুষ্টি, পরিবেশগত বিপর্যয়, উন্নত কর্মপরিবেশ, ভূমিতে দরিদ্রের অধিকার ও সামাজিক নীতিমালার মতো বিষয়গুলো মোকাবিলা করা না গেলে অসমতা আরও বাড়বে।
সেন্টার ফর পলিসি ডায়ালগের (সিপিডি) নির্বাহী পরিচালক মোস্তাফিজুর রহমান তাঁর বক্তৃতায় বিশ্ব বাণিজ্যব্যবস্থা সংস্কারের ওপর গুরুত্ব দিতে গিয়ে উন্নয়নশীল দেশগুলোর জন্য শ্রমবাজার উন্মুক্ত করার ওপর জোর দেন। তিনি বলেন, ন্যায্য না হলে বাণিজ্যব্যবস্থাকে মুক্ত বাণিজ্য বলা যাবে না।
পররাষ্ট্রসচিব মো. শহীদুল হকের সভাপতিত্বে অনুষ্ঠিত ওই কর্ম অধিবেশনে আরও বক্তৃতা করেন যুক্তরাজ্যের আন্তর্জাতিক সহযোগিতা সংস্থার (ডিএফআইডি) প্রধান সারাহ কুক ও পররাষ্ট্র মন্ত্রণালয়ের অর্থনীতিবিষয়ক বিভাগের মহাপরিচালক রিয়াজ হামিদুল্লাহ।

Clear support mechanism a must: Shahriar Alam

Any new development goals set by the global community must have a clear and robust support mechanism, State Minister for Foreign Affairs Shahriar Alam said yesterday, referring to inadequate resources for attaining the MDGs by 2015.
The efforts of much of the developing world shrank, as the world faced challenges midway through the last decade due to the triple crises of fuel, food and finance, he told a seminar on contemporary development debate and Bangladesh.
The Bangladesh Institute of International and Strategic Studies (BIISS) organised it in its auditorium in the capital, as Sustainable Development Goals (SDGs) is set to replace the United Nations’ Millennium Development Goals after 2015.
Dr Shamsul Alam, an official of the Planning Commission, said Bangladesh needed foreign assistance to the tune of $5 billion and $3 billion per year under the baseline and high growth scenarios respectively, but received on average only $1.32 billion annually during 1990-2011.
At the seminar, experts said Bangladesh had made significant strides in achieving several MDGs. The poverty rate fell from 56.7 percent in 1991-91 to 29 percent in 2012, while primary school enrolment rate increased to 98.7 percent. Bangladesh has also reduced child deaths considerably.
“While school enrolment is high, the challenge now is the quality of education,” said Neal Walker, UN resident coordinator in Bangladesh. He emphasised reducing “profound malnutrition” and promoting ownership of land and productive assets for the poor.
Dr Mustafizur Rahman, executive director, Centre for Policy Dialogue, laid stress on reforming the global trade regime, mainly opening up of the labour market of the developed countries.
He also recommended increasing of own financing by improving tax regimes at home and demanded of the developed nations to support Bangladesh’s energy development.
As part of innovative resource mobilisation, Brac University Vice Chancellor Prof Ainun Nishat recommended taxing holidaymakers, while waiving taxes on the travel of migrant workers.
Foreign Secretary Shahidul Haque, BIISS Director General Maj Gen SM Shafiuddin Ahmed, Chairman Munshi Faiz Ahmad, and DFID Bangladesh Head Sarah Cooke also spoke.
