Monitoring and Evaluation are embedded processes in any programme/project design. Accountability and Learning are dimensions that ensures enhanced impact of programme activities. Monitoring, Evaluation, Accountability and Learning (MEAL) is an approach whereby not only the programmes are monitored and evaluated against targets, but also the findings of these activities are explicitly fed back into programme decision-making and shared with stakeholders, thus incorporating accountability and learning into the institutional processes.
The concept of MEAL and related frameworks were introduced to a select group of South Asian development practitioners at a Training Workshop on “Excellence in Change and Impact Evaluation: Monitoring, Evaluation, Accountability and Learning,” organised by the Sustainable Development Policy Institute (SDPI) and Think Tank Initiative (TTI). Eighteen participants from think tanks of the region and UN professionals participated in the workshop that was held at the UNESCAP Headquarters in Bangkok during 18-20 July 2017.
