Bangladesh’s evolving constitutional and political landscape has renewed attention to the institutional rules that govern parliamentary democracy. While recent reform initiatives, including the 2026 Referendum and the July National Charter, have introduced important proposals to rebalance executive-legislative relations, many of these reforms cannot be effectively implemented without corresponding changes to the Rules of Procedure (RoP) of the National Parliament. This study examines the procedural and institutional implications of these reforms and identifies the amendments necessary to make Parliament more transparent, accountable, representative, and effective.
