Debapriya suggests efficiency gains for development

International negotiations to generate efficiency gains are the way to help implement the next stage of global development goals, Debapriya Bhattacharya, distinguished fellow of Centre for Policy Dialogue, said.
There is a palpable need to mobilise additional public finance, particularly domestic revenue resources and concessional foreign assistance to fund the ambitions of post-2015 international development agenda, he said.
Bhattacharya spoke at the opening plenary of the United Nations High-level Political Forum on Sustainable Development (HLPF) at the UN headquarters in New York on Monday. He is also the chair of Southern Voice on Post-MDGs, a network of 48 think-tanks from Latin America, Africa and Asia.
The global development community has to look beyond financial resources and generate efficiency gains by international negotiations in multilateral trade, climate change, technology transfer, international tax agenda and financial architecture, Bhattacharya said.
Also, strong and effective global development cooperation for improving the global governance and institutions are imperative for low-income countries to accelerate national efforts to reduce poverty, inequality and discrimination in their respective countries, he said.
The HLPF meeting was themed on achieving the millennium development goals and charting the way for an ambitious post-2015 development agenda, including sustainable development goals.
The HLPF on Sustainable Development was created at the United Nations Conference on Sustainable Development (Rio+20) in June 2012, to provide political leadership, technical guidance and policy recommendations for adoption of sustainable development goals as part of the post-2015 international development agenda.

Dr. Debapriya Bhattacharya, Distinguished Fellow, Centre for Policy Dialogue (CPD) urged for strengthened and effective global development cooperation for improving the global governance and institutions so that low income countries can accelerate their national efforts to reduce poverty, inequality and discrimination in their respective countries.
Dr. Debapriya said this while addressing the opening plenary of the United Nations High-level Political Forum on Sustainable Development (HLPF) at UN headquarters in New York on Monday.
Dr Debapriya, also the Chair of the Southern Voice on Post-MDGs – a network of 48 think tanks from Latin America, Africa and Asia, emphasised on effective global partnership at UN high-level forum.
The theme of the HLPF meeting was “Achieving the Millennium Development Goals and charting the way for an ambitious post-2015 development agenda, including the Sustainable Development Goals”.
The High Level Political Forum on Sustainable Development was created at the United Nations Conference on Sustainable Development (Rio+20) in June 2012, to provide political leadership, technical guidance and policy recommendations towards adoption of the Sustainable Development Goals (SDGs) as a apart of the post-2015 international development agenda.
Dr. Debapriya in his speech emphasised the need to mobilise additional public finance, particularly domestic revenue resources and concessional foreign assistance to endow the ambitious goals of post-2015 international development agenda.
For this, he pointed out that the global development community has to look beyond financial resources and generate efficiency gains by concluding international negotiations in a number of areas.
The President of 1 Ambassador Martin Sajdik of Austria chaired the session, which was moderated by Dr. Manish Bapna, Executive Vice President of the World Resource Institute.
Following the opening session, three moderated dialogues took place. The dialogues titled “An integrated and universal sustainable development agenda”, “Means of implementation for sustainable development,” and “The contribution of sustainable consumption and production (SCP) to sustainable development goals (SDGs)” were held during the dialogue.
A dialogue with the Chair of the Board of the 10-Year Framework of Programmes on SCP also took place.
The eight-day meeting that started on Monday will continue till Wednesday (July 9, 2014). The ministerial meeting of the forum will be held from 7 to 9 July 2014.
The meeting is convened by the President of ECOSOC, who coordinates with the bureau of ECOSOC and of the Second and Third Committee of the General Assembly.
Usman Mushtaq, Children and Youth Major Group; Peter Davies, Local Authorities Major Group; Wu Hongbo, UN Under-Secretary-General (USG) for Economic and Social Affairs; Martin Sajdik, President of ECOSOC; Jennifer de Laurentis, Council Secretary; and Caroline Usikpedo-Omoniye, Major Group for Women were present.
Debapriya Bhattacharya, Distinguish Fellow of the centre for Policy dialogue (CPD) participated from Bangladesh.

দেবপ্রিয় ভট্টাচার্যসেন্টার ফর পলিসি ডায়ালগের (সিপিডি) বিশেষ ফেলো দেবপ্রিয় ভট্টাচার্য ২০১৫ সাল-পরবর্তী টেকসই উন্নয়ন লক্ষ্যমাত্রা অর্জনে কার্যকর বৈশ্বিক অংশীদারি জোরদার করার আহ্বান জানিয়েছেন।
জাতিসংঘের টেকসই উন্নয়নবিষয়ক উচ্চপর্যায়ের রাজনৈতিক ফোরামের উদ্বোধনী সভায় তিনি এই আহ্বান জানান। তিনি এশিয়া, আফ্রিকা ও লাতিন আমেরিকার ৪৮টি সামাজিক গবেষণাধর্মী প্রতিষ্ঠানের সমন্বিত বৈশ্বিক নেটওয়ার্ক সাউদার্ন ভয়েস অন পোস্ট-এমডিজিসের চেয়ার হিসেবে এই ফোরামে যোগ দেন।
নিউইয়র্কে জাতিসংঘের সদর দপ্তরে গত ৩০ জুন ফোরামটি শুরু হয়। ফোরামের এবারের প্রতিপাদ্য হলো ‘সহস্রাব্দের উন্নয়ন লক্ষ্যমাত্রা (এমডিজি) অর্জন এবং একটি উচ্চাভিলাষী ২০১৫-পরবর্তী উন্নয়ন এজেন্ডা ও টেকসই উন্নয়ন লক্ষ্যমাত্রা নির্ধারণের সম্ভাব্য গতিপথ চিহ্নিত করা।
দেবপ্রিয় ২০১৫-পরবর্তী উন্নয়ন লক্ষ্যমাত্রা অর্জনে বাড়তি সরকারি ব্যয়, দেশীয় রাজস্ব সম্পদ আহরণ ও বিদেশি সহায়তায় বিশেষ ছাড়ের ওপর জোর দেন। তিনি বলেন, বিশ্ব উন্নয়নের জন্য শুধু আর্থিক সম্পদের ওপর ভর করলে চলবে না; বরং সম্পদের কার্যকারিতা অর্জনে বিভিন্ন ক্ষেত্রে চলমান আন্তর্জাতিক সমঝোতাসমূহ সম্পাদনেও সমান গুরুত্ব দিতে হবে।
দেবপ্রিয় বৈশ্বিক সুশাসন প্রক্রিয়া ও প্রাতিষ্ঠানিক পরিস্থিতির উন্নয়নের মাধ্যমে কার্যকরী ও শক্তিশালী আন্তর্জাতিক সহযোগিতা প্রদানের আহ্বান জানিয়ে বলেন, এতে স্বল্প আয়ের দেশগুলো তাদের দারিদ্র্য, অসমতা ও বৈষম্য দূরীকরণে জাতীয় প্রচেষ্টা ত্বরান্বিত করতে পারবে।
জাতিসংঘের অর্থনৈতিক ও সামাজিক পরিষদের প্রেসিডেন্ট মার্টিন জায়দিকের সভাপতিত্বে অনুষ্ঠানে অন্যান্যের মধ্যে জাতিসংঘে হাঙ্গেরির রাষ্ট্রদূত সাবা করোজি, ব্রাজিলের রাষ্ট্রদূত অ্যান্টোনিও ডি আগুলিয়ার প্যাট্রিয়োটা এবং বেলজিয়ামের রাষ্ট্রদূত বেনেডিক্ট ফ্র্যাঙ্কিনেট ও বিশ্ব সম্পদ ইনস্টিটিউটের নির্বাহী ভাইস প্রেসিডেন্ট মনীশ বাপনা উপস্থিত ছিলেন।
