ERD 2014 Background
In the framework of its on-going initiative on ‘Mobilising European Research for Development Policies’ the European Commission and four EU Member States (Finland, France, Germany and Luxembourg) have commissioned ODI (Overseas Development Institute), DIE (Deutsches Institut für Entwicklungspolitik), ECDPM (European Centre for Development Policy Management), the University of Athens (Department of Economics) and the Southern Voice Network for the drafting of the 5th European Report on Development on the topic of ‘Financing and other means of implementation in the post-2015 context’. ERD2014 aims to provide a framework for discussions on how to bring the finance and post-2015 goal setting processes together and feed into the synthesis of all the processes at the end of 2014 for a post-2015 agreement to be adopted in September 2015.
Proposed research question for ERD 2014
“How can financial resources be most effectively mobilised and channeled and how can they be combined with selected enabling policies and other means of implementation, to achieve a transformative post-2015 agenda?”
Country illustrations
The country illustrations will provide empirical evidence and insights for elaborating the research and analysis, deriving the substantive conclusions and making the policy recommendations in the report.The proposed country illustrations are: Bangladesh, Indonesia, Kenya, Mauritius, Ecuador and Moldova. The country illustrations will seek development solutions in the interface of three elements, namely (i) country context (benchmark), (ii) transformative agenda related national development objectives and (iii) suitability of means of implementation including financing, enabling policies/institutions and any other supportive instruments.
Workshop aims
The workshop aims to introduce participants to the ERD 2014 report and the country illustrations. Discussions will centre on developing a common approach and methodology for the country illustrations, as well as clarify the content of the country illustrations. The Bangladesh country study will also provide some preliminary results, including providing some preliminary recommendations on approach.
