The paper is structured under two heads:
The first part will address the ongoing approach to addressing problems of human insecurity through social protection programmes. Our discussion covers the Asian region. This will enable us to place South Asia’s approach to the problem within the broader perspective of the Asian experience.
The second part of the paper will address the issue of market injustice and policy interventions to strengthen the capacity of the resource poor to challenge injustice.
