Dr Debapriya Bhattacharya

Dr Debapriya Bhattacharya is a macro-economist and public policy analyst and currently, he is a Distinguished Fellow at the Centre for Policy Dialogue (CPD) in Dhaka, where he also served as the first Executive Director. He is also a member of the CPD Board of Trustees.

Dr Debapriya is a member of the United Nations Committee for Development Policy (CDP), a subsidiary body of the Economic and Social Council (ECOSOC). He is Non-Resident Fellow at the Center for Global Development (CGD), Washington DC. He is the Convenor of Citizen’s Platform for SDGs, Bangladesh – a platform of more than 100 NGOs and private sector bodies, seeking to contribute to the delivery of the SDGs at the country level.

Dr Debapriya is the former Ambassador and Permanent Representative of Bangladesh to the World Trade Organization (WTO) and UN Offices of Geneva and Vienna. He had been the Special Advisor on LDCs to the Secretary General of UNCTAD, elected President of the governing board of UNCTAD and Coordinator of the LDC Group in the UN System. He is the founding Chair of the Southern Voice – a network of 50 think tanks. He is also the founding Chair of LDC IV Monitor.

Earlier, he was General Secretary of the Bangladesh Economic Association for three consecutive terms. He was a Senior Research Fellow at the Bangladesh Institute of Development Studies (BIDS). He held a number of visiting positions in various overseas institutes.

Dr Debapriya is one of the leading public faces of Bangladesh’s civil society. He regularly features in national and international electronic and print media. He is a member of a number of international networks on trade, investment and finance and sits in the editorial board of reputed journals.

Dr Debapriya did his Master’s and PhD in Economics from Plekhanov Institute of National Economics, Moscow. He was a post-doctorate fellow at the Queen Elizabeth House, University of Oxford. He was also a Senior Fulbright Fellow at the Center for Global Development (CGD), Washington DC.

He edited books including Bangladesh’s Graduation from the Least Developed Countries Group – Pitfalls and Promises (2018) and Southern Perspectives on the Post-2015 International Development Agenda (2016), both published by Routledge. His upcoming edited books include COVID-19 and Bangladesh: Inclusion, Disaggregation and Transition (Routledge) and Delivering SDGs in South Asia in Post-pandemic Context: Issues and Challenges (Springer).

দেশের অবস্থা ভালো বলার সুযোগ নেই। অর্থনৈতিক অবস্থার ওপর একটা শ্বেতপত্র তৈরি করতে পারে অন্তর্বর্তীকালীন সরকার। এ সরকার কতটা, কী করতে পারবে, তা নির্ভর করবে অবশ্য সরকারের মেয়াদের ওপর। দেশে যে জটিল পরিস্থিতির তৈরি হয়েছে, শ্বেতপত্র তৈরি হলে উত্তরণের জন্য একটি পথনির্দেশিকা পাওয়া যাবে।

আমি প্রথমেই মনে করি, অর্থনৈতিক পরিস্থিতির ওপর একটা শ্বেতপত্র তৈরি করা দরকার। শ্বেতপত্র তৈরি করলে স্বচ্ছ ধারণা পাওয়া যাবে। এই মুহূর্তে অর্থনীতিতে যে জটিল পরিস্থিতি রয়েছে, তা জানার জন্য এবং পরিস্থিতি থেকে উত্তরণের জন্য যা হবে একটি নির্দেশিকা।

বাংলাদেশের ২০২৪-২৫ অর্থবছরের জাতীয় বাজেটের কোনো কোনো প্রস্তাব ‘বে-নজির’ বা অনন্য হিসেবে বিবেচিত হতে পারে। এই পর্যবেক্ষণ ক্ষমতাসীন রাজনৈতিক দলের নির্বাচনী প্রতিশ্রুতির বিপরীতে বাজেটে ঘোষিত ‘কালোটাকা সাদা করার’ বিশেষ পদক্ষেপ বিবেচনা করে।
