This is the first volume published on Citizen’s Social Charter for South Asia (CSCSA) prepared over a period of six years involving citizens’ groups from South Asian countries.
The volume is divided into two parts. Part I presents the CSCSA and the National Citizen’s Social Charters in six South Asian countries, i.e. Bangladesh, India, the Maldives, Nepal, Pakistan and Sri Lanka.
The Charter documents spell out a charter of obligations for each of the South Asian countries to address such vital social issues as eradication of poverty, empowerment of women, protection of children and the aged, environmental degradation, and utilisation and development of human resources.
The charters articulated various plans of action, policies and programmes, and allocation of resources needed by the states to meet their obligations under the charters. Part II reviews the preparatory process involved in drafting the charters. It contains the reports of three meetings of the Citizens’ Task Force set up to prepare CSCSA convened by the SACEPS in 2002, 2003 and 2004 in Dhaka and Colombo.
