UNIVERSALIZATION OF SECONDARY EDUCATION: QUESTIONS FOR DISCUSSION AND DEBATE

In Bangladesh we have often notice wide gaps between policy and program adoption and their implementation. Sometimes a much heralded policy or initiative of one government gets neglected when there is a change in government. Sometimes ministries fail to spend allocated resources because of slow rate of implementation. For example, a recent budget analysis found that 13% of the allocated budget of the education sector and 40% of budget of the health sector were not spent though these sectors were allocated only a small portion of the annual budget.
