The Employment Injury Scheme (EIS) Pilot in Bangladesh marks a transformative step towards comprehensive social protection for workers, particularly in the export-oriented Ready-Made Garment (RMG) sector. Initiated in 2022 and guided by international labour standards, the scheme offers no-fault, risk-sharing compensation for workplace injuries and fatalities. This midterm review, led by the Centre for Policy Dialogue (CPD) in collaboration with GIZ and ILO, evaluates the scheme’s progress, challenges, and future potential. Covering over 2.8 million workers, the EIS Pilot has expanded to include commuting accidents and is being replicated in the leather and footwear sectors. Despite notable achievements in institutional transparency and benefit delivery, gaps remain in gender sensitivity, rehabilitation services, and legal frameworks. The report recommends scaling the scheme nationally by 2027, ensuring dignity, security, and justice for Bangladesh’s workforce.
