In addition to its focus on macroeconomic and sectoral issues, CPD actively assessed and provided recommendations for social safety net programmes and explored the technological landscape of manufacturing industries in Bangladesh. As part of its regular activities, CPD conducted a comprehensive assessment of the business environment in Bangladesh for 2022. The study, based on an executive opinion survey, revealed businessmen’s dissatisfaction with the domestic business environment, highlighting corruption as the most problematic factor for doing business in the country. Furthermore, CPD organised a brainstorming session with Members of Parliament (MPs). The retreat aimed to address challenges faced by MPs in ensuring effective public financial management and identified obstacles encountered in relevant Parliamentary Standing Committees. A comprehensive assessment was also carried out on occupational safety and health practices in the plastic sector and it revealed that these practices need to be strengthened to tackle the safety risks.

Technology use in manufacturing needs to be increased in view of upcoming LDC graduation

In FY2021-22, the manufacturing sector in Bangladesh accounted for 24.29 per cent of the Gross Domestic Product (GDP), highlighting its importance in the country's economy.

Despite being one of the major non-RMG industries with around 5,000 manufacturing units, safety concerns persist in the plastic sector of Bangladesh. Many factories, especially smaller ones, lack open roof access, firefighting drills, and safety tests of machines and electrical facilities, posing risks during emergencies.

An additional BDT 4300 crores is needed to cover the eligible non-beneficiaries of three targeted social safety net programmes (SSNP) which include old age and widow allowance, and primary student stipend.

Businessmen are Not Satisfied with the Domestic Business Environment

Bangladesh’s business environment did not show progress during 2021-22 - either it was stagnated, or it was deteriorated compared to the previous year. Corruption remains the most problematic factor for doing business in the country, as it did in earlier years.
